Homeless

The Western Dubuque County Community School District is committed to providing appropriate and successful educational services for homeless children and youth.

According to Chapter 22 of the Iowa Administrative Code, "Homeless child or youth" includes individuals from 3 to 21 years old who lack a fixed, regular, and adequate nighttime residence, such as:

  1. Sharing housing due to loss of housing or economic hardship.

  2. Living in temporary accommodations like motels, hotels, trailer parks, or camping grounds.

  3. Residing in emergency or transitional shelters, abandoned hospitals, or awaiting foster care placement.

  4. Living in unconventional places such as cars, parks, public spaces, abandoned buildings, or substandard housing.
